You can find all ZIP codes of every town in Taiwan in this website. For shipments to Taiwan, you will only need three-digit ZIP codes. Five-digit ZIP codes are optional. If your carriers require five-digit ZIP codes, you can just add two zeros at last. For example, if the zip code is 123, you can also use 12300 for shipping purposes.
